Animal Welfare and Rescue Organisations in Umbria

Pet shelters and refuges, animal rights organisations and other Italian associations for the protection of cats, dogs and other pet animals living in Perugia and Terni.

The Italian State Animal Rights Office (Ufficio Diritti Animali/UDA) provides information on animal legislation, pet adoption and details of animal events.

Obligatory Registration of a Pet Dog

The Umbria Regional Canine Registry Office (Anagrafe Canina Regionale) provides information on registration, loss, dog adoption and regulations governing pet travel in Italy and to other foreign countries.

All dogs must be identified by microchip and registered with the Anagrafe. (Dogs that were tattooed before 1 January 2004 need not be microchipped). The owner must register the dog within 45 days of its birth or 10 days of acquiring it. Newcomers to the region should register their dogs within 10 days of arrival. A fine may be imposed for the non-registration of a dog. 

How to register a dog

Registration is made at the veterinary services office (Servizi Veterinari) of the Local Health Agency (Azienda Sanitaria Locale - ASL), or a registered and approved veterinarian can register the dog after implanting the microchip. The owner should take:

  • Proof of identity
  • The owner's tax registration number (codice fiscale) 
  • Proof the microchip has been implanted (this document is provided by the vet if registration is done at the ASL)

The Anagrafe Canina must be notified of a change of ownership, change of address or the death of the animal within 10 days.

Animal Protection in Umbria

The National Board for Animal Protection (Ente Nazionale per la Protezione degli Animali - ENPA) organises campaigns, adoptions of unwanted animals and provides advice and information on animal welfare.

Animal Shelters in Umbria

Some comunes give discounts for food and veterinarian expenses to people who adopt a pet from a local pound. Inquire at a local shelter or the comune administration offices for information.
