Fishing the Fresh Waters of Umbria

Information on fishing, angling and the permits required for the fresh water rivers, lakes and dams of Perugia and Terni. Information includes contacts for local fishing associations.

Fishing (pesca sportiva) in Italy is practiced chiefly as a competitive and recreational activity. From information on the number of licences issued, there are around 2,000,000 anglers in Italy. About 30,000 are members of the Italian Fishing Federation (FIPSAS).

Fishing in Umbria

The Tiber River runs approximately 210 Km across the region of Perugia and receives water from tributary rivers the Nestore, Paglia, Chiascio and the Nera. These rivers run through Terni, to the south, which is mainly mountainous with clay and limestone formations and through the volcanic mountains of Volsini to the north east. Umbria is landlocked and its largest body of water being the relatively shallow Lake Trasimeno near the border with Tuscany.

Lake Trasimeno has an area of 128 square Km, but is only, on average, 6 metres deep. The 19 species of fish found in the lake include pike, carp, tench, chub and the invasive North American catfish.

Categories of fishing waters

Fishing and angling is regulated locally with the rivers and lakes falling into either category A or B. In Umbria, Category A waters contain freshwater fish from the Salmonid family (Salmonids include trout, char and salmon) and include the following bodies of water:

  • Nera River, Tescio Creek (from source to the locality of Ponte Grande di Assisi), Fosso Sensati, Tissino Creek, Il Rio Creek, Argentina Creek, La Pescia Creek, Corno River, Vigi River, Sordo River, Menotre River, Campiano Creek, Rio Vaccara, Fosso Rumore, Fosso Sciola, Rio Fergia, Vertola Creek, Chiascio River (from source to the confluence with Rasina Creek), Topino River (from source to the hydroelectric plant Pieve Fanonica), Rio di Capodacqua, Clitunno River and branches (from source to the locality of Casco dell'Acqua di Foligno), Caldognola Creek, Sentino Creek, Fosso Vetorno, Fersinone Creek, Fosso Campodonico, Aggia Creek (from source to Marcignano), Assino Creek (from source to the confluence with S. Donato Creek), Vaschi Creek, Regnano Creek, Lama Creek, Carpina Creek, Passano Creek.

Category B waters include all other bodies of water in the region. Different rules apply to Category A and Category B waters as well as to individual bodies of water, including restrictions on how many rods may be used, types of bait allowed, use of reels, allowed proximity to other fishers, throw-back rules and more, all with the purpose of protecting the natural environment. It is suggested to inquire at local fishing shops, or tourist or comune offices about restrictions for specific bodies of water.

Sport Fishing Licences

Freshwater fishing is not permitted without a licence (except for those under 14-years of age):

Residents may get a one-year sport fishing licence renewable annually on the date the payment for the licence was made. Non-residents can be issued with a three-month licence. These permits are issued by local post offices.

Non-Italian citizens residing in Umbria my use a foreign fishing licence provided it was issued with the same requirements that Umbria mandates. Fishing licences are not transferable.

Regulations

The city, the province, the state or any authority may decide to assign a specific area as a fishing reserve (riserva di pesca) in which case the fisherman must comply with specific rules and/or make a specific request to fish there.

It is illegal to fish in protected areas, catch fish that do not meet the minimum size standards or fish during a restricted period. A person found doing so may be liable for a fine and/or have their licence revoked.

Note: a person caught fishing without a valid licence will be fined.

Obtaining a fishing licence in Umbria 

A fishing licence can be obtained by paying the fishing permit tax/fee at a local post office in Umbria. The receipt, when accompanied by photo identification, serves as the fishing licence. As licences are not transferable, photo identification must be carried with the payment receipt at all times when fishing. Licences are valid throughout Italy, but additional permission in the form of regional cards or permits may still be required.

When paying for the fishing licence at the post office, it is necessary to present photo identification, and if not a resident, a passport. When making the payment, reference should be made to postal current account (conto corrente postale) 143065.

  • Residents should request a "Licenza di pesca sportiva regione Umbria anno" (annual sport fishing licence for Umbria) - valid for one year
  • Non-residents wishing to obtain a short-term licence (less than three months) should request a "Licenza di pesca sportiva per stranieri non residenti in Umbria" (sport fishing licence for non-resident foreigners in Umbria) - valid for up to three months

Regional fishing cards Category A waters

In addition to a fishing licence, a book of regional fishing cards (tesserini regionale di pesca/tesserini segnacatture acque di cat a) must be purchased and used when fishing Category A waters in Umbria. This book of cards must be carried at all times when fishing in the region. Before commencing a day of fishing, the card must be marked with an indelible pen indicating the date. Immediately after each catch and before resuming fishing, the card must be marked to indicate how many fish were caught and their length (for statistical purposes). These regional fishing cards must be returned to the place of purchase by the end of the calendar year.

Category A regional fishing cards must be paid for at a local post office referencing postal current account (conto corrente postale) 69139442. Using the proof of payment, the cards be purchased at the following locations:

Specialised licences

The Nera River and Triponzi River have some highly regulated zones (Zone a Regolamento Specifico - ZRS) with no-kill, sampling and bait restrictions due to environmental concerns. A special licence is required to fish in the regulated areas and must be carried along with a valid Regional Fishing Card when fishing. The Nera ZRS Licence can only be purchased at the Legambiente Valnerina.
